All 16 teams will be divided into four blocks for a qualifying tournament, and the number of matches in the final tournament will change based on the results of the qualifying tournament; for example, if a team ranks 1st in qualifying, they'll play 3 matches, and if they rank 2nd, they'll play 4 matches.

This distribution ensures that even if a team is eliminated in the qualifying tournament, they still have a chance to win, making it an enjoyable tournament until the very end.
In fact, in the previous tournament, Fukunishi Electrical Co., Ltd. achieved a dramatic comeback from being the runner-up in the qualifying tournament to become the champion.
